Just ran through this. The trigger phrase spawns him but when you hand him the note, he passes you the council ring without any dialogue. He should be saying the following:

Hand him the note and he will say:
I was just following orders!
I swear it! Here, this is proof! Take it and be gone.
If you continue harassing me I'll call for help and you'll never make it out of here alive.

He will hand you a Juliah Lockhearts Ring.
