IP issues

My brother recently started playing on here again. He wanted me to hop on and play with him and it seems to not allow us both to play at the same time. I am getting the error.

"You are currently not allowed to log into the server because this IP has a temporary block on it. Please try again later."

Is this because he is in the other room and logged in already? Trying to figure this out. Thanks for your help!
