can anyone tell me what the quest is I keep hearing about for running mail?

I have no idea, people say to do it for exp at a low level, but im not sure which quest they are talking about.

http://wiki.project1999.com/Going_Postal for the post to the actual quests. The Felwithe to Kelethin option isn't the only one, but it is the fastest.
