Quest Issue: Kejar the Mighty

I went down to the hole on my halfling brell rogue today and when I got to the bottom Kejar was not up. However, within 30 seconds of staring at it before i camped out, he appeared. I thought it was odd but thought nothing more of it. I went ahead and turned in my Shining metallic robes with the hope of an upgrade. I was unpleasantly rewarded with absolutely nothing. Not only did I not get an upgraded robe but I also did not get a Shiny Hunk of Metal. What's going on?

Yes and I have been during multiple other turn-ins which were successful. Did something change?
