so is the respawn 7 minutes or is the respawn 3.2-3.3 hours? I'm confused....

example: i kill ph ---> will I see the next ph in 7 minutes or 3.3 hours?

think i'm going to be giving up on this quest. i've been killing what I thought were PH's every 7 min and I just thought I had horrible luck.
