Does Ixiblat Fer always drop a spell?

For a discussion I was having, and couldn't come to a definite conclusion, I thought I would ask the general knowledge base of the server.

My personal suspicion is that he always (100%) drops a single level 60 spell, from a pool of 14 spells. I've had this opinion countered by players that I very much trust to know what they are talking about, but my gut feeling still says he does.

So, as simple as the title: Does Ixi always drop a spell?

Dunno why this required a poll, a single post could have told you the answer. My guild did Ixiblat last weekend, and we definitely had a kill with no spells.

So on the flip side: does he ever drop spells? And are they only the level 60 spells listed on Allakhazam? The fact that he drops a Fire Emerald Ring is kind of interesting; I can't find references anywhere (with only preliminary searches) that that should be part of his loot table. And the Crystallized Sulfur shows up intermittently (ex: Alla's doesn't mention it, but Magelo does). On various forums players comment on him dropping the two runes and Word of Bondage, and no references to the sulfur.

Trying to figure out a bit more about his drop table, so if anyone had more logs of his drops it would be appreciated. Ultimately I am interested in his apparent chance to drop the level 60 spells, but the auxiliary information is also useful.
