Proposed P99 alternate ruleset

As follows:

-Characters are deleted unless they obtain at least 250k worth of gear within an hour of creation.
-Only classes on creation are Monk, Ogre Warrior, Cleric.
-Upon level 40, all monks turn into enchanters.
-No grouping until level 20 and max group size changed to 3 except in raid zones.
