Wrong faction Vendoring

Ok found a bug I believe. Usually you have to sneak behind a vendor to vendor... But on all merchants in EFP at least I can just stand behind them without sneak to vendor. I get in front of them and can't vendor. This again is WITHOUT using sneak.
