bard instruments

Can someone explain to me what the difference is and how you can tell how "good" an instrument is? I can't really find information on this but perhaps I am just missing it? I have seen the class guide listing on the wiki but it basically just says what the entry level and step ups are not what they actually do / modify. Thanks in advance.
