NPC Spawn Issue: a goblin wizard (permafrost)

The static spawn "a goblin wizard" in Permafrost across the bridge from the number 4 in http://wiki.project1999.org/index.php/Permafrost has a starting LoS that can only be hit in melee range.

This is true. It also has a much longer spawn than it should, if I recall correctly it should be 10 min 8 seconds.
