Spells: Speed of the Shissar Duration

Speed of the Shissar is currently implemented as having a 30 minute duration, when it should be 20 minutes. The 30 minute duration upgrade was added in the June 27, 2001 patch Mid-Velious.

Speed of the Shissar has had its duration increased from 20 minutes
to 30 minutes. This effect should no longer conflict with Call of
Earth.

Enchanter epic was originally 12 minutes. Increased to 20 minutes nov 15, 2000. Changed again in velious to 30 min.

Looks like the epic was also instant cast for a bit.
