Default When can war epic be started/completed here?
Assuming optimal situations with mqing and having all the pieces, can the war epic be completed at any level or only 50+?

I'd say any level.
If you can loot a blade from Queen in Chardok.
But that answer lacks thought.

Queen Blade is the only piece that can't be MQ'd.
