Game Mechanics: Chief Goonda too tanky?

Figured I'd club him to death as I was passing through WK, only to enter into a 4-minute long fight over which I parsed 9 DPS with RoA, Tola Robe, Shissar, 150ish strength, and max melee skills. I do 15-20 DPS average on sky mobs (and bosses!), but I do 9 on a level 30-something shadoshamaknight? The fight was long enough that I doubt it was bad RNG.
