Ice comet combine not working

I have the rune of Astral and the rune of Frost. Obtained them from planar mobs. THey are not combining in my wizard's lexicon. I'm a level 45 wizard with 189 research skill. It gives me the msg "You cannot combine items of these type in this container!"

Pls advise.
