Issues with playing (Error Code, False debugger flag, etc.)

Hey, so I was referred to by a friend yesterday and I installed the game exactly like the instructions told me to. However, I had multiple issues. One was AVG screwing with it, flagging it as a virus, but I knew it was a false flag and disabled it. That fixed that issue. However, now, it keeps saying that I cannot launch project 1999 with a debugger(which, IDK what that is in the first place) and an error code saying: "The application was unable to start correctly (0x0000142). Click OK to close the application." So I tried running it as administrator, and the command prompt comes up with "C:\WINDOWS\system32>start eqgame patchme" along with a "Windows cannot find 'eqgame'. Make sure you typed in the name correctly and try again." I don't understand what's going on here. Everything is in the same folder as it should be. Any help?
