NPC Spawn Issue: Modani Qu'Loni not spawning

21 Phs in a row over the past 2 days. Classic sources I've found say spawn % is 15%. (http://enchanter-epic.bjornstar.com/modani.html)

This claims to have been "resolved" by Nilbog in the past, but another person had to camp this shit for over 15 hours and also claimed this spawn rate was too rare and non-classic (http://www.project1999.org/forums/sh...ad.php?t=60084)

What is his current spawn % set as?
