bilge has always been in game from classic, just rare as hell. thats the pearl kedge guy right?

Yes and yes.

He is likely in game you just are missing him. And the easiest strategy to camp him isn't very viable on a PvP server, so seeing him means you will have to be awake the entire time :/.
