Seems chanda miller has the ability to back stab with 1hs weapons equipped and When was she able to back stab at all?

all npcs can backstab with anything (or nothing) equipped as long as they are rogues. you'd be surprised how many NPCs are actually rogues without you ever actually knowing, it's not common to turn your back to an npc.
