A normal lvl 18-19 (Edit: I assume 18-19 as it was dark blue to lvl 20) GRIFFAWN in East Plans of Karana dropped one of these today near the bridge. Looted & destroyed. Cry, bards, CRY!
In line with the Lambent bracers quest, the dark boned bracelet is dropping off of the normal Dark Boned Skeletons (level 18ish) in Unrest and should only be dropped from Greater Dark Boned Skeletons (level 21ish).
