Does Guard Shilster exist on the Green server?

Guard Shilster should be in North Karana. He is a corrupt guard. If you give him 5 gold he gives you a Black Burrow Stout and some faction.

I have spent hours trying to find him. I've camped his spawn point. I've followed his pathing. But I have never found him. But I have found him on the Blue server.

Does he even exist on the Green server?

Isn't that part of the qeynos investigator quest?

This page from Feb 2001 refers to him as "new" - so maybe not until Velious drops? Or the Karana plague?

Yes, he is part of the Qeynos Badge Quests. I bet he isn't live until the March 2001 patch.
