I believe you have to sneak+Feign Death

I dont know about merchants, but you can use banks like in Freeport by just being behind the wall.

Sneak = allows you to vendor with anyone as long as you are behind them and get a successful sneak off. This allowed my Iksar Monk to purchase his very own Tink Bag from those spiteful gnomes in Sol A

FD = allows you to bank with bankers that normally hate you. FD does not allow you to vendor with merchants. Bankers will still beat-up on you as soon as you stand-up from FD if you are within range
