Tracking not going on for druids?

Trained tracking at 20. Now 24. Been hitting it pretty consistently. Not a single skill up.

After awhile I started selecting NPCs to track when I used it just in case that was changed. It used to be you just clicked it and it gave you a chance for skill up. in either case, still no skill up it seems.
