Default How much dps does haste add?

Is 10% haste a net increase of 10% more damage? Or does it scale higher/lower than that?

Are there any charts that show how haste effects damage?

On average, you will be hitting 10% more, and assuming you didn't gain more STR, DEX (for procs), skill points, or levels, your average DPS will go up by 10%.

Yeah, if you're starting out as a melee, the FIRST thing you need to buy is Silver Chitin Hand Wraps when you get the plat. Huge difference.

(Except maybe bard)

Which is another reason why even a small jump from something like FBSS to Sash (3% haste difference) is worth the 1k-2k price you'll pay to make the upgrade.

As far as I've ever known haste is pretty straight forward in that a 10% increase would in fact be a 10% damage increase.

Keep in mind there are haste caps and you will be caped even with low level haste items until late 50s if you are grouping with enchanters/shmans

Not quite but it's probably close enough to not make a difference. Haste lowers your delay by a percent, which means slow weapons get a bigger damage boost than faster ones.

Actually, it's stated rather precisely that haste does not lower your weapon delay, rather increase the rate of attacks.

Ergo damage bonus is not reduced by adding haste.

No, they wouldn't. Haste is a reduction in your attack speed/delay. it's not a raw"damage boost" . 20% haste doesn't boost your damage by 20%, it reduces your delay by 20%.
