Anson Mcbale not spawning (Rogue Epic)

Hey all,

I am having trouble getting Anson Mcbale to spawn for the final turnin in with Stanos for the rogue epic. There is a smuggler sitting in his spot at the moment and he cons green to me.

The guide says there will be a smuggler in Anson's spot but he would con blue if he is a place holder. He would also be too strong for a 51 rogue to solo. Could it be that the blue smuggler is found elsewhere and that's who I want to kill to get Anson to spawn?

What am I missing here?

About 5 mins after I posted this I killed the green smuggler and low and behold Anson spawned.

All together I killed 3 smugglers that sat in Anson's spot. They were all green con and very soloable.
