Quest Issue: Cutthroat Rings

Guard Valon in WC does not reward properly. I get the token, but not all of the faction modifications. Just The Freeport Militia faction.

Combine them in the container and turn in the result to Guard Valon.

Faction increases:
Coalition of Tradefolk Underground
The Freeport Militia

Faction decreases:
Knights of Truth
Priests of Marr

You also receive a Militia Armory Token for use in the Reserve Militia quest.

Unfortunately, I do not know what the adjustments should be...
