Default Nilusia Finharn Quest Issue
When hailing Nilusia Finharn outside of the inn in Erudin (not Erudin Palace) she gives the dialog of the Nilusia Finharn inside Eurdin Palace, making it impossible to continue the Vasty Deep Water Quest.

Her hail text was wrong, but the other triggers should exist to complete your quest.

Pending update,
-Corrected her hail text
-Nolusia in erudnext only spawns at night
