Game Mechanics: Fishing lures, bait, poles give inappropriate skill bonuses

Currently on p99, player-made fishing lures, bait, and poles give a fishing skill bonus. This was patched in on 12/20/2001 on the timeline. Previously they gave no bonuses.

add a fishing skill bonus.

I'm assuming Catch-a-Lot bait falls under the category of 'special baits' but I'm not certain.
