Robe of Inspiration FT1 Bugged

So i've tested the flowing thought 1 on this robe:

With robe on while standing +10 mana, then it drops 1 mana.

With robe off while standing +9 mana regen, does not drop 1 mana.

The FT works while sitting and doesn't drop a point.

Is this item bugged or is this working as intended (not while standing) ??
