Quest Issue: Regent Symbol of Innoruuk

So I am trying to do the final turnin for the last quest, but he wont take my items. From looking at other write ups, it wants me to give the following:

Swiftmoon's Head
Voucher of Service to Naythox
Disciple Symbol of Innoruuk
Receipt for Provisions Crate

However, I had to give my Receipt for Provisions Crate to Ennixy Frennor in SF in order to get him to talk to me to spawn Swiftmoon.

What do I need to do to complete this?
