Interplanal Portal in Timorous Deep

I was taking the Evil boat in Timorous Deep on my lvl 1 Troll today and when about to zone in to the Overthere, I was teleported to a safe spot and given the red text "You are not experienced enough to travel through and inter-planal portal". Is this intended?
