Spells: Levant not working

Hey, I am having an issue casting Levant... I am simply unable to do so. Normally you can only cast this at night, I tried to cast it at 4am (this time, I have tried other times) but it still doesn't work.

i think the window starts at 7 PM and ends at 4 AM

not 100% on that tho

7pm worked, nevermind this thread. I got some incorrect information about the day/night times.
