NPC Spawn Issue: Grype and Drape of the Seascasters

I killed Grype and he poofed. He shouldn't poof and should drop:

I was FDed when he died, but that shouldn't matter.

The drape is set for 100% drop rate, so if he poofed, something else is going on.
