NPC Spawn Issue: Explorers in Lake of Ill Omen - OOE

This thread explains that the Explorer Survival Knives quest is out of era and therefore not implemented on P99. The explorers involved in the quest are still spawning in Lake of Ill Omen, however. They should be removed as well.

Not far from Trooper Vaurk is a large yellow tower, which was previously uninhabited. It is now occupied with about 6 explorers and a lead explorer.

The explorers in the formerly empty tower between cabilis and the lake drop the knives as uncommon drop.

7 Tower with Explorers

When I checked the tower on P99, only "an explorer" was present, however, from reading the quest page and comments, it appears "a lead explorer" could also spawn. Including both below:
