Aside from the drops, what else broke the ability to do this quest - i.e. should Feskr simply not respond/interact prior to Apr2000?

By effectively break, I just meant players wouldn't be able to complete the quest until Sep1999 due to the missing drops. More of an FYI than anything else.
It's probably easiest to just leave Feskr as is. Allix in Kerra Isle offers quest text for the classically broken
The Luck of Allix quest. So Feskr would be similar until Sep1999.
