I leveled my shaman there for a while in my high 40s. It's nice outdoor EXP - melee mobs, safe areas at zone walls, not too many or too few mobs. Of course CoM is better EXP if you can swing it.
For me, I'd say Lake Rathetear, Kerra Isle, and Runnyeye, but there are really so many choices that are just as bad. I'd say The Arena except it doesn't even really qualify as a zone since there's nothing in it. I should note, though, that I remember the Gorge being a good place to farm ore (though I don't know if this is yet the case in P99) - I remember that you'd want to go there to get ore for high-level smithing that you couldn't buy (?) or was just expensive (?). Also, the king's name is Xorbb. That's pretty great I think.
