Not with the new rules you can not be in zone , you have to port up when it spawns... and the cartel do not follow the guild accounts and log on there bots/box accounts and engaged before you even port up ... this one small group of box/real life eBay $$$ group epic blockers been doing this s$%@ for too long enough is enough .... they have demoralized all the guilds but one on green from even going to hate ... and the gm's let it happen .... frustration is real .... and yes gm's can say as they want but the talk is in every guild ,,,, they are in on it ., Enough is enough ..... they need to make hate a guild raiding one once more ... This is the main source of information for raid rules to my knowledge. The top post gets updated by the staff as needed. You can see the top post was last edited in July of 2025.
They actually removed the Hate Minis zone vacate requirement in May last year:

You can see that the top post no longer has rules for Hate Minis, only Inny and Maestro:

So unless there are some rules posted elsewhere that overwrite the rules thread above, it sounds like you can compete with the farm crews just fine.
As I said before:
1. Get the spawn timers.
2. Scout the behavior of the existing farm crew(s).
3. Park your own characters in Hate, and claim the camp before them.
You can even organize Hate raids around the same time if you want to clear Hate before they typically log in, so you can get whatever characters you want up there to hold the camp. It doesn't even look like Inny/Maestro have a zone vacate requirement, so you shouldn't need to leave even if they spawn.
