It drops off a lvl58 ranger named Aaramis Silverblade.

Is known to hit for 300+ crits with it (307, 317s were 2 hits) without raid buffs (had VoG, that was it...no focus, avatar, etc, etc....so just base dex + VoG).
/huggles his new bow.
