They drop from the dazed goblins and up. Levels 17-22 or so.
You would need a full well organized party to hunt them at
your level. The drop is pretty rare only about 1 in 15 will have ore.
I do not think you can make the pieces from the larger bricks
but it may be possible.

My thanks to all who replied to this post. As an update, this weekend I was
able to purchase some of the ore (A piece of High Quality Ore) from 2 high
level players (40's I think) who were soloing in Runnyeye. I got 8 pieces
total, enough to make 4 tries at the sewing kit. I failed the first one
(smithing level 103) and have decided to wait until my smithing is up a bit
before trying again. I guess the kit is trivial at around 150.

Smithing - This can only be made by Halfling Smiths, and must be made in the Rivervale forge. Combine two pieces of High Quality Ore and a Flask of Water. The High Quality Ore is occasionally found on Runney Eye goblins. It can also be found on goblins in Permafrost. This becomes trivial at a smithing skill of around 80.

Other link also mentioned thinking permafrost had this, but not sure if it was what people first hand verified
If there was a fix after a patch, some have mentioned it is a rare drop off a rare mob (some say Goblin Janitor?)
