If
http://www.crys.org/everquest/spells...=49&maxrank=60 can be taken literally then they should stack. Ice reduces FR in slot 2 while Ro does it in slot 3. Still, Ro wont overwrite the effect of Ice in the same slot given it's about half as strong.
