Also it should be stated that only the character winning the roll has rights to the turn in. If you absolutely need to mq the ring 8 you should have the MQ:ee loot the chiefs head and do the final turn in.

The person who wins the roll should be doing the turn-in. That person should then finish the Ring War too. They shouldn't be selling "MQs" or "turn-in rights." MQ'er should be selling UP TO the 7th ring, and doing 9th ring MQs.
If this becomes an issue with people selling MQ's we can visit it as a form of abuse. Abuse would be if they delay turn-in's too much (trying to find a buyer to log in and turn in), rolling too often stopping others from doing the quest for personal gain, and not for profit. I havent really seen these issues, as of yet.
