Nonsense. Summing up Napoleonic France's legacy like this is like saying Nazi Germany had no military success because in the end it was eventually defeated and conquered.
Every country has a litany of embarrassing military incompetence, including the United States. Germany, in spite of probably being the greatest military culture of modern times (laid the foundational doctrine for the modern US military), ended up on the losing side of two world wars and lost half its territory. At least the French were smart enough diplomatically to end up on the winning side each time.
