No question that these patchwork raid forces of gimps who struggle to compete on their own are discouraging to the authentic guilds.
The bigger issue here is the dysfunctional state of dragon raiding on p1999 which enables these pick-up raiders to thrive because 99% of all in game content can be straight up skipped. A significant portion of the most desirable encounters can be done in 20 minutes from start of mobilization to corpse on ground. As long as you win the FTE race and have a few guys who have a Ph.D. in running in circles there are nearly no limitations to what you can zerg to death with auto attack and a handful of clerics. These rent-a-raid nerds would not sit next to eachother for 3-4 hours if they had to clear trash or make any tangible effort.
The grand irony of p1999 is that the most un-classic thing of all is the dev's refusal to evolve the content/rules to the landscape of the server seemingly in an attempt to keep the emulation 'classic'. You bet your life that if this dumpster fire was raging on live 15 years ago that there would have been 10 patches to get it under control.
