With mezzes, it's actually the opposite. A shorter spell will always be able to overwrite a longer spell, even when cast by a lower-level player.
I believe it works the same way with roots, though I'm not positive if it's strictly duration-based or spell level-based in that case (i.e Enstill lasts longer than Immobilize but is a lower level spell, not sure which wins).
