This is true of poison/disease-based DoTs, but dispel has always affected the Heat Blood/Pyrocuror line of spells. DoTs are essentially divided into poison curable, disease curable, and dispellable; if you couldn't dispel Pyrocuror, you'd have no way of removing it at all aside from waiting.
It's just the varying number of counters per DoT and per dispel spell that Red99 seems to be missing.

There are issues with the poison/disease counters currently on red. Fixed on Beta.
The previous dispel model, did not have different strengths for spells. They kind of work like counters, but there are some subtle differences.
