I've not found specific lore on them.
I would point out a few things though...
There are more "broken" druid rings in the world. Lfay has like 2+ ... a set by the entrance to MM and a set closer to the Gfay zone line.
The Ranger "Faydark" port on the BP drops you in Lfay right at the Gfay zone line.... of all places.
IF... you were to take into consideration EQII - Gfay ends up with another druid ring set that is functional.
One aspect to this game is that while they try to suggest and make it feel like an "evolving" world... for the most part, things do not change - you (or your character rather) do... So it's simply stuck at a point and most everything is about "what was".
Right now the point is there are several broken port points that would have been awesome to have working. lol.

There is also a ring in Rathe Mountains that has NPC druids around...
And of course, the odd-ball East Karana rings used for the evac...
I've often wondered about the broken rings around. I love that part of the game (and WoW): little flavor accents designed into zones. I appreciate when things are present "just because" or they fit into the landscape, but have no other purpose. A programmer had to put it there.
In Butcherblock Mountains, there are free-standing stone stellae here and there with primitive glyphs. As a dwarf, I like to pretend they are from pre-civilization dwarf cultures that would form Kaladim.
