Its been stated many times on these forums that your main hand is gonna proc 2x as much as your offhand. Whether that is due to your dual wield checks or not I couldn't tell you, just know that that 2:1 is the rough ratio.
As for drawing "aggro" in crushbone at 9, the warrior and ranger and rogue are all gonna have somewhat similar ac/hps/evasion, and none of the 3 are getting complete healed, so it's not a huge concern.
And yeah, you're right, the lifetap whip is essentially EQ godmode levels 1-10, enjoy it while it lasts. It's my favorite weapon to give out in greater faydark by far
