NPC stuck under flood at location

NPC are stuck under house at the following location. This use to be an issue in EQ 1 they address it in the same zone and others.

485.26, -4217.25, 8.73 NPC name Ollya Bladefinder in West Karona....

I have noticed I heal really slow while I sit down is this normal I never new the HP regen to be so slow in the old game. Thanks for your help in this matter.
