TLDR; I think P99 should embrace "Classic" and "Classic+" ... and personally, I believe splitting Velium belongs in the Classic+ category.
The whole plan for P99 was supposed to be "you get to play on a classic server (Green) until the end of the classic timeline, and then (when shit's no longer classic), you get sent to the unclassic server (Blue)." The unclassic server could then have things like custom content, custom UI, and pet windows, which (unlike must unclassic stuff, which would "spoil" classic) were seen as making the classic game better:

Therefore, I am making a decision to re-enable the Pet window. There will be one caveat, however, and that is you will no longer be able to use the Pet window buttons while casting a spell. Also, be aware that this window will be disabled on Green, along with all Custom UI's.

He didn't name them, but Rogean essentially defined two "flavors" of classic: "(true) classic", ie. Green (and Green 2.0, 3.0, etc.) and "Classic+" (ie. Blue). Only Classic+ gets the "it's not really classic, but it makes classic better" stuff.
To me, splitting Velium belongs in the Classic+ category: it should remain on Blue. It is a little newer than the UI/pet window (about a year newer, so definitely less classic), but it clearly belongs in the game: all other major tradeskill ores are splittable. It's just that tradeskills were the very last priority for Verant in that era, so it took them over a year to fix something that should have been fixed in classic.
As I said, tradeskills always got the short end of the stick in classic. Letting the weirdos who craft Velious tradeskill armor here (even though players can find or buy better and cheaper gear) will not in any way "spoil" the server ... it will just make it Classic+.
