Boridain Glacierbane should maybe ID the first turn-in
 

Similar to Scout Charisa and Tain Hammerfrost, in a "Ragefire" scenario it can be difficult to know who successfully turned in the axe to Boridain.

Of course I'd prefer that people just be civil about a 3 hour spawn, and maybe this change would only encourage a Ragefire style camp... :o

Only thing that signifies it is a exp/faction message on the successful party, at the moment. Which is kind of hard to prove, and people can lie.

To compound that, we have proof of two people successfully turning in Scout tools at the same milisecond and BOTH getting exp message - before she could despawn/respawn into the Scout that won't accept new tools.
