I am pretty certain the Wu's tailored armor was not available until much later. In the original days I played a monk and always remember the top end tailor gear being the "cured silk" set. I also remember a huge gap in tailoring (which was eventually filled by the Wu's armor in Kunark). I am not 100% on this but I figured I would throw out some findings.
I am going to post the ZAM threads for each of the Wu pieces below. Almost every single thread starts around May 21, 2001. That date is well past the release of Velious (which apparently was on December 6, 2000). I also have tried to identify any "interesting" post.

It is also worth mentioning that my references to the post are using the "oldest first" sort method. That should be the default setting. I do apologize to any monks/tailors in the future if this is true! :)
Wu's came out with Kunark. I've been saying this since day one but I don't know where to locate proof.

I am going to probably kick myself in the face here.
I have had nothing but straight on focus on leveling up my tailor to make Wu for my Monk. /sigh
on EQ traders just yesterday I read this and was like wow, I didnt know that.
It dosen't have exact dates, but it does support the idea that not all the Wu was avail in classic.

With the addition of Scars of Velious™, new sets of tailoring recipies were introduced. Over the course of several patches, it became painfully clear that unless you were a wood elf or halfling, you’d never be able to make the darn things with a reasonable success rate without spending lots of platinum. Finally, a new product was added to attempt to bridge the gap; unfortunately, it only goes a third of the way. Still, we take what we can get, like the trained harbor seals we are. Ranting aside, I now present to you Crystalline Silk Garments.
Crystalline Silk is harvested off of various crystal spiders in Thurgadin’s mines, Velktor’s Labyrinth, and Crystal Caverns. It’s stackable, but cant be used in this form; you must make it into swatches. Combine 2 crystalline silks, not stacked, mind you, in a sewing kit. This never fails, and becomes trivial at 26. To make the garments, combine in a sewing kit a clothing pattern, 1 silver thread (purchased in Thurgadin, possibly Erudin?) and 1-3 crystalline swatches (1 for caps, masks, gorgets, shoulders, and wristbands, 2 for sashes, sleeves, gloves, and slippers, 3 for tunics, cloaks, and legs). The best way to get the most skill for your silk is to make mantles (1 swatch) until 118, then sleeves (2 swatches) until 124, and finally tunics (3 swatches) until 131.
Koila’s bite! (128-158)
The elusive Master Wu, after years of silence and mystery, has finally released the remainder of his ensamble…or, more importantly, the recipes on how to make them. To create Wu’s Fighting Armor, you need a recipe similar to the already existing gloves; combine in a tailor’s kit a pattern, a vial of viscous mana (enchanter made), 4 bottles of heady koila (brewed), and silk swatches. For best results, follow the same progression you did with Crystalline Silks.
Not that forge thing again! (159-242)
Shadows of Luclin™ added a new set of tailoring recipies to make it slightly easier to bridge the gap on the road to grand mastery; Acrylia Studded (trivial 188 on all pieces) and acrylia reinforced (trivial 242 on all pieces). Acrylia studded armor is made by combining together a superb rockhopper hide, the appropriate pattern, a paeala bark tannin (brewed), and 1 to 5 acrylia studs. Acrylia reinforced armor is made much in the same manner, except a flawless rockhopper hide is used instead of a superb one, and 1-4 acrylia bonings (instead of studs) are used in it’s creation. Once again, the mask pattern will become your constant companion (if you are going for skill alone), as each mask type takes only one stud or boning.

Ah, I had not caught your comments on the issue before. What I gathered was the best of my ability and hopefully it helps. It is really hard to find well documented sources on random details of the early game. However, I know the Wu's armor was not (at least a majority) during the original release content. The monks were bound by random world drops that were hopefully light in weight. Those azure sleeves, serp/vox bracers, and so on.
Short of the planes armor, monks really had no pieces that defined them for a long time. Heck, monks finally got a set like the rest of the world with the introduction the Crypt of Danlir in Kunark. That crescent armor was something we could call our own!

I am also pretty sure that Wu's was not untill Luclin.
It was part of the rewamp of some of the tradeskills were SoE made it easier to advance thru items that you actally had a chance of succeeding when hitting the combine button.
It was put in to fill the enormous gap that used to be in tailoring. It was also here they lowered eg. banded armor skill trivs from around 100 to 50'ish for the first pieces (the numbers arent precize, but avg... you get the idea).
But without it, especially tailoring would be severely broken, but true. It would give a more "classic" feel

Was thinking more Velious myself. I know some trade skill overhaul was done in that area as well.

Yeah I don't know exactly when it was added, but I was a tailor at the time and I remember when they added it, and making a killing off of Wu's the first week it was released, when suddenly ALL the monks on the server wanted full sets of it. :) So yes, definitely wasn't classic
(actually I can confirm it was pre-Luclin, as I remember selling it in the EC tunnel rather than the bazaar)

Here's a nice update for all of you Monks -- a complete set of the new tailored Wu's Fighting Armor. And for the rest of you, a couple of non-monk-only items as well. If you tried to add a link to the links section in the last week, there was a bug in the program that wouldn't accept the new links. We've hopefully fixed it, so you can go ahead and submit new links again.

So with that general date in mind, it appears it was with the trade skill updates they made a few months after Velious came out. The gauntlets, only one not listed, were in long before though.
